What does it really mean when lastwaittype = MISCELLANEOUS
for all the processes in sysprocesses and when waittime is
0 all the time for blocked spids?

lastwaittype is the waittype causing the wait. In other words, lastwaittype
is the resource type we are waiting on, if we are waiting.
